Initial reactions. In a straight fight, Toph has the edge. Punching is just inferior bending. Everything general martial arts can do, bending can do. But not vice versa.
And She-Hulk's thunder clap is just one-trick air bending. Not only that, since Toph uses seismic sensing instead of hearing, while she still might get impacted by the thunder clap, it won't be to a debilitating degree like it was Daredevil who relies on his hearing.

However one thing that might present an issue for Toph is if She-hulk jumps. Once she's in the air, Toph loses sight of where she's at.
Though this is mitigated by the fact she usually doesn't use jumps in a fight but rather as a method of traversal.
