I'll expand a little bit more, is it not an outlier to increase from 0.22 tons to 2 tons?

Looking at your calc history, I am assuming you are talking about Garpyong Kim from Lookism? From my knowlege, I am a casual fan so take this with a grain of salt, Garpyong Kim has no actual fights. He just upscales from the Strongest in the verse which is DG, and as we don't know how DG actually killed Garpyong Kim, it wouldn't scale it to him. In conclusion, no it isn't an outlier, and it makes sense since he was the "God" of his Gen.

If there's multiple consistent feats in the tier 9 range (Or this jump is done via an amp), then I personally see it as fine for High 8-C to be valid.

Outliers are really only outliers if there is stuff in the story actively contradicting it. A character naturally being 9-A+ and then eventually High 8-C, whether through training or just story progression isn't training. If every character in that verse is 9-A+ though, and they can be harmed/can't preform feats above 9-A+ consistently, then maybe the High 8-C feat is an outlier.
Like everyone else is saying, context matters.
