He has no reason not to. He could teleport into a hiding place, snap, then boom. Stolas DIES

Still tho, both are so INSTANT that it should still be incon.

Obligatory Stolas is outdated to hell and back don't use him but uh... we're assuming he's going to immediately petrify.

Stolas has been in a combat situation where anything SBA would be in play... once. And he immediately ran instead of petrifying. And he only went for Petrification when he felt he(and his daughter) was sufficiently threatened.

You need to bloodlust him to make this match work
