Because the Boruto manga/anime versions of the Momoshiki arc, for whatever reason, were still confined to the outlines of the Boruto movie. A lot of the stuff should've been rewritten and adjusted to fit a long-running story, rather than a stand alone movie, but alas we got what we got.

Which produced all the Six Paths Chakra that gave the Juubi Jin’s their immunity to TSO
We know from Obito you keep that Six Paths Chakra even after you die so Kaguya probably has it due to her status as the juubi

That senjutsu and otsutsuki stuff is weird cuz we dont know exactly how special it is
Jigen got his chakra from a tentails, which is nature energy, and didnt morph or anything, mind you most of his chakra reserve comes from it, so he can use it just fine
They also eat chakra fruits which are kind tentails pieces, and chakra fruits do drain trees and stuff? It should have some amount of nature energy
They also have true flight, which only six paths users seem to have?

Yeah, but he gets utterly demolished after, no? So I don't see why that can't just be Sasuke playing with his food, as opposed to a high-end showing for Zaku/low-end for Sasuke out weighing either Neji's statement for Sasuke or Neji's higher end metas, all of which have more narrative support than a random Zaku feat that means very little in the grand scheme of things.

It's not really a "random" feat since there's really no point in the fight where Sasuke has a stonewalling Zaku moment, moreso uses tactics in combination with notably (but not massively) superior stats to overwhelm him. And Neji's assessment should mostly be based on his performance against Zaku considering chakra alone is not that accurate a gauge of strength.Yeah, but he gets utterly demolished after, no? IMO Zaku just doesn’t scale to this Sasuke at all.
Not only is Sasuke just endulging in his power while casually overwhelming Zaku
He puts his boot to Zaku’s back and basically tortures him with 0 resistance from Zaku.
Him perceiving Sasuke one time doesn’t amount to much when the rest of the fight is a one sided beat down like that.
Also tbh the gap between Zaku and 3rd Gate Lee is so massive that if Sasuke showed any amount of relativity to Zaku I probably wouldn’t scale him anywhere near Neji.
It’s not like we don’t have cases of Elite Jounin calling Genin strong because they just exceeded their expectations anyways.

Perceives his attacks 3-4 times (before he gets ***** slapped, reacts to his Fire Style and puts it out, perceives his shuriken after blowing the fire off them, and perceives Sasuke before he goes behind him (also Dosu reacts to Sasuke before he hits Zaku)), and Zaku is not a physical fighter, so I wouldn't say the fact that he failed to break out of his grasp means much about his ability to react to him
Neji doesn't scale to 3rd Gate Lee, the 3rd Gate is needed to completely overwhelm him
Calling him a formidable opponent is kinda different from just calling him strong in general since the word opponent positions Sasuke in comparison to himself

Also having relative power to Neji, the strongest Genin is still worthy of praise even if Neji would shit on him because of his own advantages
