I've actually gotten most of it right.
We need to place Sonic 4 I/II after Superstars, put Rush before 06 and then Riders after 06, and place TSR before Sonic Forces.

Reading quickly on the timeline blog, the High 3-A era would include Riders, the Rivals games, Rush 2, and Riders Zero Gravity "at most" (5 games).
"At most" depends on whether there's any reason to put Rivals 1 after Riders (the only thing that's certain is that it's after 2006 and Rush, I don't see any clues to put Riders in between).
