Question about speed and teleportation

Can someone summarize different reasons why vsbw don't consider teleportation as speed(i need it for a debate)

To explain this as simple as possible, for something to be considered a speed, they need to be "physical movement", that is something teleportation is not.
 
Basically, teleportation lacks a "distance" component. Speed = Distance / Time. When one of the components is missing, speed becomes unquantifiable and thus unusable.

Would reaction to teleportation give any speed feats without further context? Like projectiles teleporting inside a character and they react to it?
