Hmmm, this is interesting. Peter is obviously more skilled and experienced but T'Challa is physically stronger, faster, and smarter. I admit that my MCU knowledge is pretty rusty as I haven't touched an MCU film since No Way Home, due to burnout. I haven't seen the What-If? series but I think T'Challa barely wins this due to the physical advantages. Peter noticeably struggled against Gamora in direct combat (Who's comparable, though superior to him), and had to resort to gadgets to even the playing field. T'Challa on the other hand, was able to defeat a suppressed Korath, who fought well against Drax while serious, and Drax easily defeated Gamora.

So for now, I'll vote T'Challa
