Potentially 1-C Super Neo Metal Sonic

Hello There! İts me again!
Can I please ask someone to explain to me why Neo Metal Sonic is the only Super form in the main series that didn't reach 1-C? I even saw Amy from Sonic Plus have a Potentially 1-C Super form.

In Sonic Speed Simulator, Super Neo Metal Sonic makes an appearance as a boss during the Neo Metal Sonic's Revenge event. Later once the player finishes the event, the Super Neo Metal Sonic Boss Battle is unlocked, where the player can take on Super Neo Metal Sonic as Super Sonic.

Super Neo Metal Sonic cannot reach full power Super form levels (Like Super Mecha Sonic MK. II). Sonic and Knuckles in their base forms survived his attacks.

I remember the same thing happened in the Super Scourge fight in Archie Comic. Outler can be considered. Can't debunk the evidence threw
 
Super Neo came to be from the Master Emerald. Only it's guardian has access to it's full power, so that means that just like Super Mecha Sonic MK. II, he'd be using the base power of a Super form. Besides, there's no additional context for us to believe he can go against full power Super forms, not only that, after transforming into Master Overlord, he was susceptible to damage (since he lacked the invulnerability), there would be no reason for Super Neo to become Master Overlord if all it did was made him weaker. A 1-C transforming into a 2-C would be ridiculous.

In the picture I posted, it can be seen that it can match the super sonic. Eggman can imitate the super form with phantom ruby and become 1-C (even though phantom ruby is not 1-C)
 
Super Sonic in that context would be assumed to be 2-C, as there is no indication of him utilizing the emeralds' full power, no emotional empowerment, no charging of the emeralds. It's basically him going against bosses like Super Egg Robo and True Area 53 bosses, no indication of anything extra happening as he goes Super in these fights.

I remember Metal Sonic, who lost to Shadow, couldn't use his full potential. and if it matches the super form in the game.

He Get:
Varies; 2-C, potentially up to 1-C at her peak like Amy's super form key.

Super Neo actually uses the Emeralds in Roblox, so he should have the "potentially 1-C" key other super forms have. (Even if I particularly don't like those types of keys).

I didn't ask because this site had all Super forms in the game universe getting 1-C at their full potential. Including Amy. Super Neo Metal Sonic fought against super sonic in the game. He wasn't able to use his full power when he lost to Shadow. What's holding back from "Varies 2-C, potentially 1-C his Peak"?
 
Well if he's using the Emeralds, then i guess he gets that potentially 1-C key. But there is no evidence for him being peak super form level in the fight against Super Sonic.

As I said, it normally takes the scale from the super form. However, since we cannot make anyone accept even simple things on this site, I say Potentially 1-C. People will ask me to prove whether Super Sonic is on top. What difference does it make? Her opponent is also a Super form and all super forms in the game series on this Site are 1-C or Potentially 1-C.

Here's proof Neo Metal was using the emeralds. First Eggman charged up Neo Metal with Chaos Energy (which is why "base" Neo is fighting Super Sonic, he's amped) and then he goes into his super form with that energy.

 
I thought him getting bigger was a model issue, I didn't realize he actually increased in size.
 
Bump. The Speed Sim CRT is done so we can focus on this again. I also think Super Neo hax tabber should be getting Sonic and Shadow super form abilities after this since he has their biodata and all.
 
It looks like the Super Neo Metal Sonic and Phantom Ruby upgrade will be successful. All that's left is R>F Off Panel and Immesurable Base Game Sonic😼
