Raiden stomps. Garou cannot interact with her type 1 conceptual AE, do anything abut her immortality and does not resist any of her hax abilities.

As much as I like Genshin Impact, there's no way that Cosmic Garou would lose to Raiden Shogun. Yes, both of them might be 4-A, but I don't think that this battle is close at all. Cosmic Garou is far better in combat, can copy other people's abilities/strength and grows exponentially in power the longer he fights, as we've seen during his fight with Saitama. He wins this.

Yeah but heres the problem, how can you hit something you can't touch? Raiden has type 1 AE, so she just can't be interacted with. Garou resists NONE of her hax and she'll just regenerate when destroyed anyways.
Due to this, Raiden takes this, FRA.

Garou would resist the space cut. Though, he wouldn't resist getting his powers confiscated by Raiden's decrees and her ability to destroy his realm of consciousness, which pretty much just destroys that man's existence.

Raiden can't confiscate Garou's powers that only works In-Verse on people with the very specific object that allows them use Elemental powers.

The Raiden Shogun puppet which is the main physical body doesn't have AE of any sort and the repairing of it in case of damage takes an unknown amount of time so that form of regen isn't a viable survival method in a vs match and no evidence suggest it could possibly work if her body is totally obliterated.

Garou out skills, adapts to get stronger and destroys her
