Possible Popeye High-3A Downgrade

So previously, I have put up some points here that got Popeye upgraded to Low 2-C, only via hax without spinach and normative with his spinach: https://vsbattles.com/threads/popeyes-tiering-where-exactly-does-he-fit.155858/

Unfortunately, I came to find out that the logic from my Popeye CRT that granted Popeye Low 2-C (him destroying the cartoon and him throwing a rock at the animator) wound up making Bugs, Yakko, etc. High 3-A: https://vsbattles.com/threads/looney-tunes-and-animaniacs-tier-1-downgrade.169753/

As such, I had a feeling that Popeye would fall into High 3-A hell sooner or later, so... Yeah, I can't believe it's come to this, but all Low 2-C tiers would be dropped to High 3-A.
 
Popeye destroying the cartoon's reality should still be Low 2-C since, well, he is literally tearing reality in half with his punches

Removing the Low 2-C from his first key is fine, though
 
Neutral, but alright with removing it from base key. Where does High 3-A come from, and is this due to breaking reality assuming it doesn't include Space-Time?

I remember Amelia making a comment about "The Sea of Time" a long time ago.

If you consider tearing the cartoon in half as such, then yes, assuming it doesn't include Space-Time. After the feat, Popeye and Poopdeck Pappy had to climb back into the cartoon before the animator could mend it with a safety pin. He also threw a rock at the animator in one comic, but I think that kinda just got ignored as "flowery" or something.
 
Based on Popeye's Uni+ destroying feat being done from inside the film reel (which after getting repaired is immediately followed by other intact reels in sequence, showing a clear spacetime quality to it), I don't think there's much to argue against a straight Low 2-C rating, especially with concepts like the sea of time and personification of years existing within the setting the film reel might encompass (heck it could get higher accounting for a fourth geometrical dimension and alternate universes)

As for his base form being Low 2-C, I think that should go because the same strip shows both worlds able to interact with each other in equal terms, with Olive helping the knocked out animator.
The "surviving the universe being turned off" is more of a hax resistance so it doesn't count for durability IMO

So my vote is "Low 2-C with Spinach, remove Low 2-C from Base"

Oh yeah, I remember now. Some old man walked past a bunch of gravestones marking years until he was told to go back by the narrator. I think it was the episode that focused on the Olympics?
