Apologies and sorry this is super late months later, only one being in a verse can be Type 2, just like with Tier 0. As that is suppose to be absolutely everything, all (im)possible worlds

The Buddha will be High 1-A+ (Type 2)... Everyone else there will be High 1-A+ (Type 1)
