MHA vs OPM again, though fitting for two fighters who found fighting in tournaments boring for being too strong.

This is Shie Hassaikai Arc Rappa.

Suiryu's Stats: 65.12 Kilotons of TNT and Mach 12.19

Rappa's Stats: 140.74 Kilotons of TNT and Mach 25.76 attack speed with Strongarm. Mach 16.34 reactions and combat speed.

Rappa has the pretty solid stat advantage, especially with speed, but can said speed close the skill gap between them since Suiryu is an actual highly trained martial artist?

Probably not.
Rappa is not only faster off base, but his strong arm quirk means that Rappa is punching double what Suiryu can react to and It took Fatgum's spear quirk to actually put him down (and even then it didn't knock him out, just put him on his bum for a bit, he was still ready to box afterwards, though some of it was probably mitigated by Tengai's barrier).

He's also over twice as strong so if Suiryu tries to block he's gonna get his arm broken quickly and then punched to death

Both of his arms were broken, he was not ready to fight afterward. If he was he would've killed both of them.

The question is indeed if Suiryu's skill can carry him a victory. However, Rappa's normal fight speed is not existent. He never punches without his Quirk and never dodges.

Another issue is that Rappa can't punch forever, his Quirk has a cool down which leaves him open to attack. If he doesn't take Suiryu down with his barrage, he's open for a period of time. Suiryu is vastly more nimble/mobile than Rappa as well, who's only attack method is punching straight forward.

As Nighteye showed as well, tripping him up with a leg sweep leaves him helpless as he falls. Basically, superior skill or superior stats? That's the question I see here.
