In truth no.
It may or may not be.
There is 2-C for destroying a universe or more, and 2-C for destroying a single timeline.
Only the second 2-C would become Low 1-C.
It would not be all 2-Cs becoming Low 1-C.

We do not treat tier 1 the same as tier 2.
So destroying one, two or infinite Low 1-C structures makes no difference.

Wait, the first 2-C is Toki being able to create a whole timeline, so he's Low 1-C. Future Warrior fought Toki absorbed Demigra so he's even higher into Low 1-C.
