If an Author calls let's say the Speed of Light to be 2000m/s then he says Character X is now 10000m/s in the same sentence, should Character X be rated 5c (FTL) on this wiki?
 
No, its weird that an author would specifically state the speed of light is not the same as the real one on our world but the tiers are fixed and wont change because the author gave it a different value so 2000m/s is hypersonic and 10000 is high hypersonic.

If the author changes the definition of what a meter is, or if the visuals show him somehow using speed of light but the author still called it 2000m/s then yes he could potentially have light speed but for the multiplier based on the 10000 value should not be considered

Yeah, that's just author not knowing science and it wouldn't even really be light speed.
 
"the speed of light" at the end of the day is just a name we give to a milestone of speed, being lightspeed is not fast because you are as fast as light, is fast because is fast to begin with, so if a verse changes the speed of light into something slower, the milestone becomes smaller and in this case would only be hypersonic in general.

lightspeed is the same as saying 299 792 458 m/s, change that to 2000 m/s and you are just giving a nickname to hypersonic speeds
 
I think the author is trying to set up a new rule in their fictional world, I suppose.
 
A general reminder is that Death of the Author isn't a hard rule about how to deal with this kind of stuff. It's a general idea about the interpretation of the audience based on an already existing work being able to stand on its own without the need of author interference, in many ways because it's already done and what will matter in the end will be your own perception of the work. And of course, it's just one of many tools for interpretation and isn't this kind of "absolute rule of how things should be done" (especially with more modern works that absolutely go beyond the way the concept was first developed).

So, as a good measure think about how you would interpret that kind of thing happening and what could be done about that,

How about something less defined like SoL
Something like reaction and perception Timeframes for humans which can be changed easily as long as a new study is done
