Character's like All-Might have feats from Vigilantes in their profile and in the scaling notes justification section you can see Vigilantes is used at multiple points are core scaling pillars for the Tier 8s.

Yeah I just wasn't sure if vsbattles allowed it for whatever reason (they have weird rules sometimes) and also I just haven't seen it be mentioned a lot. Thanks for the clarification
