Would this be FTL?

So, if a character can move so fast that a military grade ship with radars 1000+ years into the future can't detect them, then would they be FTL? Asking, because apparently they work at Speed of Light.

Here's another source saying that electro-magnetic waves are the speed of light which are also used in radars:

Asking, because apparently they work at Speed of Light.
EM waves do move at the speed of light, but it still takes time for them to travel and then bounce off of whatever object they're scanning for to be detected by the ship. Blitzing something like that sounds like it could be FTL, but not with this reasoning.
