Two questions about Tiers Part I

I have two questions:

1) If it is said that the confrontation between two beings with special powers can cause the end of an entire time line, in which Tier would these two characters belong? Also, it is said that the energy that they release with their attacks, even those that are simple punches, have the energy to destroy an entire timeline thanks to an energy that feeds them, so what Tier can they belong to?

2) In a 2-A structure, an entity appears from a High 1-A structure. Is this possible?

At least Low 2-C to 2-C.

They can via immersion or avatar creation.

And if two characters who say that even a simple attack releases energy capable of devastating mountains fight and it is said that the energy they release is so great that it can destroy the universe, past, present and future, then, what tier do they belong?

I mean... Let's take the case of a comic or manga. Let's say that two characters are fighting, and while they are fighting, a white box with information appears and says: “The warp energy that the two release in their fierce confrontation is affecting the past, present, and future. If they keep fighting, the whole universe will be destroyed.

It's low 2-C again, I don't know what it did make the difference.

To get to beyond Low 2-C it needs mention of multiple universes or there needs to be an established cosmology with more than 1 universe. DBS (Anime) Goku is 2-C because of 3 universes in DB cosmology (I think) as an example.
