If Kid Buu across canons is the baseline for 2-C then determining who is stronger comes down to scaling.

Nah I don't think Kid Buu has a chance to get higher than high 3-A even if that statement got accepted, since I'm pretty certain it's just referring to the Living World since they say Buutenks destroying the Kaioshin Realm when he came there eventually after destroying the universe.
