Yeah, I think both Supermen scale higher than their respective AP ratings, as Regime Supes is both seen and portrayed as being much stronger than most of the Injustice cast (Wonder Woman, Green Lantern, Shazam, etc), this is also evident in the second game where he was seen as the only one who could stand up to Brainiac.

Regime doesn’t have a LS calc so I’m going to assume he’s lower in terms of LS here.
Regime has much more experience and combat training however unlike our lad Snyderverse Supes, he doesn’t have true perception, literally seeing people as fast as him frozen (or nearly frozen for this fight). And unlike Synderverse, he doesn‘t has resistance to extremes heat and cold so laser vision and freeze breath do alot against him, unlike the other way around
it‘s not hard to see that the AP gap will fall into Synderverse’s favor, he’s evolves and gains abilities as the fight goes on with solar absorption, even if their in the fortress of solitude, sun is still there, and Snyderverses has mich better showings Than Regime, regeneration is faster for Snyderverse (unless I remembered wrong) so he’s outlasting too.
