I’m aware of that. That’s exactly why I previously put the Game System scan. Raiton conducts through water, Raiton paralyzing the opponent is just reinforcing that it’s real lightning. So is the fact that many Ultimate Jutsu output greater energy than the 8-C. It’s just fitting 3 criteria.

Right, but other Raiton techniques can still conduct through water, make muscles of affected beings contract and generates above 8-C energy.

All of which are evidence that they're electricity. But being electric and having the speed of lightning are different things, since the latter is more about ionic and atmospheric charges. Electricity through copper for example is Rel+ but through the air it can be as low as mach 1.6

Oh, makes sense. What about when the attacks themselves appear like a bolt of lightning or when characters move and appear like a stroke of lightning?

We already have Raiton accepted as it fits all the criteria iirc
