The combat speed of that faster character is assumed to be equalized to the combat speed of the slower character. Every other speed the faster character has is reduced by the same multiplier. This includes the speed of any attacks, projectiles, reactions, perception, flight etc.

The only time Wanda does stuff like that is when she knows how abilities work. She only did something similar to that with Black Bolt because she was informed that Black Bolt speaking was dangerous. If she hadn't, she would've had no reason to pull a "what mouth?" on him. Wanda knows nothing about genjutsu, nonetheless occular genjutsu. Sasuke doesn't blab about his various techniques or give warnings before he pulls up on opponents. He just does it like a goon.

Wanda prepares to fight Sasuke, has no clue what he can do, Sasuke looks at her and uses Amaterasu off-rip (which is in character), and he takes the W.

She will die ASAP, more than likely. She doesn't resist the heat coming from Amaterasu, nor would she resist it's durability-negating properties. Not to mention it will keep burning her regardless of if she tries to heal herself or not.

Naruto was even able to block it with his chakra, and Wanda's shield are reactive, they're just there protecting her even from stuff she cant see.
