What is the minimum speed required to blitz an average human with ease?

Technically even athletes can blitz average humans, like boxers can punch pretty fast

Given his size—literally head and shoulders above the other competitors—Bolt should be last off the blocks and last across the finish line. And yet he is the fastest man in the world.

well, Superhuman is not impossible it seems....
but when humans reaches these ratings, VSB usually increases the requisits of said ratings. it happend some times with 9-B ratings.
