Above Average to Gifted question

What would the bare minimum to go from Above Average to Gifted regular and combat intelligence?

I don't understand the question, but being trained by a government agency (Like ARMY or C.I.A) is Gifted in combat, and being exceptional in a specific area unrelated to combat would qualify the character as Gifted in regular intelligence.

Because even I read the description for Above Average and Gifted intelligence, I don't get when a character "jumps" from one category to the other. As in what's baseline Gifted, both for general intelligence, and for combat

I don't think profiles are permitted a rating for combat intelligence anymore for whatever reason.
 
Yeah. Still gets described in the intelligence section, but no rating is permitted (i.e Gifted, Genius, etc.)
That's dumb lol
Imagine, idk, Goku with an average rating and then having incredible combat feats listed
