Challenging Light Bending Rule

I want someone to debunk me and help me understand the bending rule. How come light can bend IRL but the rules dont allow it? depending on the situation light bends via gravity or water etc

Yeah, this information is not going to change much when they laser in question is doing loopty-loops and homing in on its target.
i understand but the rule states strictly that light "dont bend" when in fact it do depending on the situation, so shouldnt that rule be lessen ? or atleast put " in certain situations we allow it"
not only that but manipulators of light can also choose to move or bend their light at will since its under their control
