Small question on Reaction and Flight Speed

Say a character can cross 100 km in 2 seconds while flying. He manages to catch up to, fight and kill people spaced that distance from each other with the narration stating it takes pretty much no time between the first and last kill.

Would that be good enough to assume his flight and reactions scale? And that the other characters (who use the same mechanic for flight and movement) have this scale as well?
 
I believe so? Because he's able to preform other actions while flying at said speed. If he didn't have the reactions, he wouldn't be able to properly kill each person because he'd be moving too fast to for his own reaction/combat speed.
 
I mean, can you post the feat? Its likely easier to make a judgement based off that than a summery.
 
It's this calc. Was accepted a while back but that was before the speed revisions.

 
I can see an argument either way. But usually we consider bullrushes scaling to combat speed in some capacity.

Depends on when he noticed the lighting and other factors such as distance before he acted.
