Why don't we give damage boosts their own tier?

Pretty much the title.

I've seen quite a few characters that have good damage boosts, like pokemon. If the damage boost turns the ap value of a character to a higher tier, we aren't we giving them that tier?

I feel like I worded this poorly, but eh, I hope it's still understandable.
 
In this case they usually put "with (ability)" in their tier.
For example:
2-B With Venuzdonoa.

Sometimes they put a power up ability in the ability section(I don't really remember what the name is).

The character can also get a new tier with a new page if the power up is considered as a grand new version of the character.

Take Pokémon for example, an ability they have can boost speed up to 4x, according to what I have heard. And yet, it isn't mentioned in the speed section. There's also the strength ones.

For speed, they usually give a "Speed Amp" in the ability section. They don't record speed in the speed section if it is from power up I guess.

Some of them don't have that because some of them are made by different users with different ways to formulate profiles, for different characters that have drastically different scaling chains.

Whenever somebody ask "Why these profiles are written like while this others profiles don't? Is this some rule?" The clear answer is simply "People just handle statistics differently".

AFAIK that 4x boost is purely game mechanics, and is never actually stated but only appears in the code. It also only affects the speed stat, which we don’t use to scale speed, so it doesn’t work to scale with the value it gives.
So we only know in canon that they’re enough faster to act before opponents who were faster than them previously but didn’t necessarily blitz them.
This is the case with a lot of speed boosts. It’s either not very large or doesn’t have a number well defined in the story/descriptions, so we can only say “higher with x”. Though even saying that can be kinda unnecessary since that’s implied by the presence of stat amping in the powers and abilities.
