Undertale characters have a vague recollection of the events that's why it's limited and he remembered because he was unaffected

In Dormamu's case it's a bit more than just remembering he was seemingly entirely unaffected by the time loop

He was definitely affected, seeing as he actually had to catch up to the change, and all the damage he caused was unmade, and he wanted to be sent free by strange.

Plus that would be resistance to time manipulation

Dormammu noticed the change the first time but Strange told him that nothing was different and Dormammu believed him but after the second time, Dormammu didn't believe Strange.
