We know that Infinite speed is "Able to travel anywhere instantly, or move an infinite distance within a finite amount of time."

But how about Traveling an Infinite distance in an Instant/0 amount of time? Would that be count as above baseline?

Second question, does seeing someone with Infinite speed, frozen(literally stops), counted as above baseline Infinite speed?

Well, there technically isn't really such as thing as baseline infinite speed, but it is possible for character A to be faster than character B despite being infinite. And those are both example methods.

As far as i know, no, two infinite characters are basically equalized on vs threads, in-verse might be different though.

IDK but it makes sense if it's true.

I think so yes.

Two characters can be infinite speed but one be faster than the other.

1. On its own it wouldn't be above baseline. Any Infinite speed character can do that.

2. That would just mean being far faster so yeah.
