Is this Light Manipulation?

I won't be mentioning the source material to avoid possible spoilers, but getting to the point, the character changes the color of the air we see around them from black and white, to normal real world colors. Would this be light manip?
 
Yeah sounds like it, colour is just light being received, if there is no more info about it, this should be light manip.

But if he changes colours the other views especifically, could also be perception manipulation, but is unlikely with that description.

She*. Other characters in the series do seem to see the color change as well as herself, so it seems like this would likely be the former.

The show is WandaVision in this clip she changes the color of the scene in the pocket reality from classic black and white sitcom style, to a slightly more modern colored sitcom style. We know this entire action is very likely her doing as the entire context of the series implies that she's in near-full control over the "show"

Well in WandaVision, the setting (sitcom style/age period, furniture, environment, their house, etc.) pretty much changes entirely between episodes. But this scene in particular is the end of an episode so the only thing we see changing within that episode during that scenes are the colors.
