I'd take CH here considering he's master 1000+ martial arts. All Might is massively outskilled, and his go to attack consists of bullrushing someone, and not blowing them away with shockwaves.

Yeah, CH takes this due to slightly higher AP, and immensely better combat skills. There is no way for All Might to outskill someone who has billions of years worth of fighting experience.
