Actually, there are two. First, what tier would kicking with a foot as hard as a diamond be?

Second, a punch goes so fast that even a small graze can cause a burn. What speed is that?
 
I'm guessing that this is about your OC, welp;

1) I don't undestand the first part at all, it means that can break diamond or he becomes as strong as diamond?

2) Speed to catch fire is Mach 23 (iirc), so, I think 9-A with punches
 
Actually, this is for the Pokemon Hitmonlee and Hitmonchan.

Hitmonlee "turns the sole of its feet to as hard as diamond to destroy the opponent"

I'm assuming that the foot is as hard and tough as a diamond, so your latter statement.

I recall hearing something similar about Captain Falcon's fist catching fire for the second one on YouTube.
 
I see, welp, not sure how qualific that, real life people can make their bones harder but not sure how much, so I have no reference...
 
This is a bit late, but even if the foot's density became that of diamond and it kicked at speeds comparable to the fastest recorded kicks it would only be street level+, maybe low wall level when factoring in the mass of the leg. But since it just turned the sole of the foot to become as tough as diamond, the kick would likely only be street level.

For the second one, it might even be higher than Mach 23 since the lower-end heat of fire shouldn't be enough to burn with just a short graze, so it would need more speed and friction.
