They start 10 meters away from each other

Gumball has almost all of his equipment (everything except The Console and The Helmet)

Both are In-Character

Chara FRA. BFR would be meaningless cuz LOAD and I highly doubt that Gumball's opening with mind-hax in character.

He can't get sliced because of the helmet, it protects him from physical attacks

Chara doesn't use Social Influencing in-character (she never did now that I think about it) and the same can be said for their sleep-hax. That leaves fear-hax and it isn't paralysing Gumball anytime soon so he evntually just writes while she can't do anything to put him down (since physical attacks are out of the question).

The only possible way she could win this is if she just LOADs immediately after she realizes she can't attack and uses sleep-hax but at that point it seems like Gumball would have written in his Notebook already.

Wouldn't fearhax work on Gumball? He's been vulnerable to it before, it's not something the helmet can "dodge" and it doesn't help he's a coward
