Speed is equalized, both are bloodlusted, and this is End of Alicization/Star King. Both start 50 meters away from each other in a random plains, and this is a battle of haxes, so the tiers dont matter.

Who wins?

I don't think you can set rules like that.

Announcer has vastly superior hax. How does his resurrection and plot manipulation work?
 
You can, as in they have good haxes to the point tiers dont matter.

Announcer's resurrection comes from the Announcer Recovery Center, which revives him every time he dies. But if it gets destroyed, he loses his resurrection, and the next death will kill him permanently.

His Plot Manipulation is activated with a thought, done to sell whatever equipment that is brought out (and sometimes, even sell the person themselves out of the episode).

For sure, Kirito has a magic by saying one word, and it activates. In this case, Freeze.
 
The Announcer's budget cuts means he sells Kirito's sword, but Kirito incaps with a simple Freeze GG before the Announcer can do anything that Kirito can't avoid or didn't deal with and the Announcer is instantly frozen.

Then Kirito dies. Kirito's freeze is Armament Full Control, which is an art only activated via a Divine Object (in this case, the Blue Rose Sword). Kirito in this key still has to freeze with a sword.
 
Pretty sure he did that out of saving time to make the challenge end quicker, same reasoning why he decided to get rid of Firey's ship. Of course, hes bloodlusted anyways.

Anywho, they both have a quick win option, and this fight is done out of curiosity, by the way.
 
Both are bloodlusted anyways, so I guess thats a better shot. If thats a stomp, Im returning to 4-B Kirito.

He mentions how he sold Vortex due to budget cuts, and was therefore written out of the episode, never to be seen again for the rest of it. It should be noted they are also known to be a fourth wall break as well.

You can probably think of it how Popeye rips the tape to make people fall out of the episode, or Bugs Bunny animating the episode. Thats how Announcer's Budget Cuts are. Hell, they were even used to save time on the episode by claiming he has to sell it.
 
Well... technically and possibly, SK Kirito is capable of dimensional travel (as seen in Unital Ring, where he exited the UW and talked to Kayaba's ghost), but none of the profiles have been updated for that, and UR hasn't even been fully translated yet, anyways.

So currently, no, he can't, but given they're 50 meters away, I doubt Announcer can do anything before he gets frozen over.
 
Both Announcer's BFRs are >50 meters. The Laser Powered Teleportation Device being Interplanetary and Budget Cuts being thousands of kilometers.
 
Most of the time, he doesnt plothax GG when he wants to kill someone, only to remove equipment

This is Star King Kirito, who can freeze by raising his hand, and who is vastly superior to his War of the Underworld key's freeze range which was calculated at 34 km^2.

Given the circumstances (and what others have said), it seems like Announcer will use Budget Cuts to remove Kirito's sword, followed by Kirito instantly flash freezing the surrounding 15 km radius with nigh-AZ ice.
 
Due to being bloodlusted, Announcer will indeed go for selling Kirito himself out.
