No, time is still moving, just very slowly. You can even see it in the movie.

I don't think that's how it works. Characters in fiction can move so fast that everyone is slow to them. Such as Spider-Man from the Raimi Trilogy, everyone looks a lot slower but Peter. In the cartoon, it could possibly be time manipulation since he kinda "activates" it.
