Jeff, while he is debatably stronger, cannot really do anything to permanently put down Murder with his weapon. I am assuming Murder can survive without organs like the brain and such (which means he should have won the Joker match tbh), so Jeff likely would have to go for KO which while possible, isn't what he tends to go for.
 
He can probably survive without organs, given that his brain was more then likely bashed in thanks to the hatchet, which would definitely and unquestionably disable him, but somehow he was fine and treated like the hatchet like a inconvenience

Is there a link to the mentioned Type 2? Murder doesn't regenerate nor has listed lifting strength, so we can assume Jeff is capable of disarming and/or pinning him down and removing his eyes.
 
That makes it no longer grace. Anyway, looking at it again, Jeff likely takes this for a few reasons. Great stealth: he is superior to the protagonist of his story, who is also skilled in stealth and Jeff can move virtually silently. Lifting Strength: Jeff grapples a lot, which I only realized when I listened to the story again. He would grab Murder and just man-handle him. Push him into the dirt and hold him there. Intelligence: he is extremely intelligent, more so that the protagonist of his story. He will likely be able to notice Murder isn't going down and go for a knockout or other form of incap. Enhanced Senses: Murder will not be able to effectively use stealth against Jeff, as he will be able to notice him rather easily.
