Very close fight.
I think Asura has the AP advantage here, since he is >>Creator Chakravartin, who one shot (With a finger) a Asura that basically one shot Golden Chak, who was sucking the entire galaxy into himself, while Broly is much stronger than his other 4-A form.
Asura has better regen than Broly, which gives him a advantage in melee. Asura also seems to use his range more. There's also the fact that he has much more experience than Broly.
Asura has my vote.

The strongest movie Broly. So likely not movie 10 given how he struggled against a weaker Gohan than before.

considering Broly can grow stronger over time in battle, not really, and he scales from being far stronger than his widespread galaxy buster feat.

Asura just has more going for him in general. Also given how Broly was beaten by Non-Canon Z-Fighters (not embarassing, just the fact that he lost) meanwhile Asura at peak was almost literally unstoppable.

Broly was also almost literally unstoppable given how he destroyed everyone and would've killed them all had Goku not gotten Vegeta's energy.

Point is: He was stopped. Asura wasn't. With speed equal and Asura having defeated a being far above Toei Broly's showings it's pretty evident he wins.
