I think Oleander's stamina and teleportation will be a problem for Magica. However, Possession and the ability to utilize Oleander's shadow against her will give her the win in this battle.
 
While I'm not entirely sure anymore about Possession, as Lena was a creation of Magica and it made sense that she could possess her, being able to turn Oleander's shadow against her will absolutely help in this fight. Plus, Magica has an overall higher experience level than Oleander due to being much older and having studied a lot more magic than her, and should be at least on par with her combat wise due to being able to fight toe to toe with Scrooge.

So, yes, overall, I'd give Magica de Spell the win with difficulty.
