And apparently the Freedom Fighters and Archie Characters in general are off limits for IDW due to strict branding from SoJ. At most we'll have easter eggs like Sally being in the photo with Rouge or Knuckles (I forget which one).

I mean Sega owns the SATam Characters, they're just really strict on using older spin off characters and it would be really hard to get them approved even if it was a separate continuity. But Penders characters are a def no-no.
