At Pixel's request somwewhere below, the setting is as follows. When Lupusregina begins killing Prince Barbro's men, one escapes and bumps into Kagura who was having a late night stroll. Hearing about a monster massacring the army, she heads the direction he came from having decided to kill it before anyone else is harmed.

I really doubt this will change anything for the reasons below since they are still in a forest, Lupu and Kagura are still in character, neither know where the other is but Kagura has the rough direction while Lupu knows which way the soldier went and is on the look out for him. Just in case anyone says Kagura has the advantage of knowing who she is after, she doesn't know she is looking for a redhead maid.

I don't see Kagura being able to do much against Lupus' invisibility and regen, especially when she resists non-silver weapons. Vote Lupus.

Edit: Assuming we are using 7-B keys, of course.
 
Both characters are Baseline so it mostly comes down to their respective abilities and skill, in which, I think Kagura takes this.

As a fighter, she's the better of the two as she's spent much more time training and has more expirience against well equipped and versatile fighters, such as Erza

Abilities wise, she can just use Gravity to pin her down and go to toes

To Beta's credit her mind reading will help initially, but it's over once she uses Gravity, which isn't uncommon

Schnee, how does Kagura get past Invisibility?

As well, Lupusregina can fly, so that would help parry gravity manipulation.
 
Gravity manipulation pins you to the ground, gravity counters flight, not the other way around

And she can Spam it as well and completely nullify her movement so she can't do anything while invisible
 
On the topic of AP, Kagura scales to 25.8 megatons. Lupu was picked specifically for her resistance to non silver metals, regen and healing so she isn't dying immediately.
 
No votes address how she'll deal with invisibility so none of them can be counted.

And since I countered how Gravity Manipulation completely nulls her movement and you never gave a counter other then flight which doesn't do anything while pinned, they can be counted

Lupus is not baseline. She's stronger than Entoma, who almost forced Evileye to use her full power. Lupus is level 59 versus Entoma's level 51, and Lupus has abilities better suited to direct combat whereas Entoma has a little bit of everything.

Even then though, Lupus has no counter to gravity magic, and she is still probably beaten in AP and skill. Voting for Kagura.

Also, OP should equalize speed since Lupus is at least supersonic and Kagura is massively hypersonic+.

So what's the situation... Oh wait. Not a single argument for how Kagura plans to actually hit Lupusregina when she's invisible. Sure, she makes the entire realm around her gravitized. Now what?

Lupusregina can just pelt her with attacks from afar, as Kagura's gravity isn't a kill move, and Lupusregina has plenty of actual ranged attacks.
 
How does Kagura's Flying Form work? does she need to see the enemy to use it? If not, then she may lack a way to find Lupus.
 
This seems like an argument.

Flying away is rendered moot by gravity, Attacks from afar can be dodges, sent away or blocked due to the AP gap.

She goes invisible she gets pinned. She flys away Kagura works around it for a bit, and then pins.

BTW first you say she can just fly away and Spam ranged attacks before I went against it and said that gravity nulls her flight entirely

Now you're saying she leads with invisibility?

Kagura sees someone walking in the grass. Or gets hit by someone walking in the grass, spams Gravity pinning her to the ground, walks up to her, and Guts her.
 
Just gonna mentions that not only Kagu's gravity manip can easily pinned down a character who specialized in gravity manip, but also it can easily shoot down two giant eels that can fly.

A human sized target would be like a walk in the park to her.

I think you are woefully misunderstanding how big the starting range is.
 
Trees mean nothing when Gravity forces them all to the ground

I am not, as you yourself are saying she can just go invisible and sneak up on her, which requires getting close

And Kagura is solidely stronger, so without a good hit, she's not going to be too hurt

EDIT: Apparently both are hundreds of meters so starting range is moot

Hundreds of meters in radius is a very, very large range, especially in central park. It's nearly impossible to see hundreds of meters in front of you in Central Park even if you know which direction to look in the first place.
 
It is, and both cover that range, Beta can't see her either and Kagura can just use Gravity and instantly pin everything in site
 
Kagura has never shown massive AoE gravity slams on such a scale, certainly not as a starting attack.
 
You realize a majority of that snake was in nearly a 30 foot radius, right? Like, the snake wasn't streched out in the slightest. Hell, I doubt the entire arena in total was 300 meters, much less 500 or around there.

So let's see. Gravity can't hit since she does not and can not see what's she's aiming at, and on top of that Lupusregina can go ahead and fly to not ony make it a massive radius, but also anywhere in a *cone* with a 300-500 meter radius because she can fly, while Kagura knows absolutely nothing about this. And this wouldn't be something Lupus would only do against a gravity opponent, the invisibility is a pretty vital and unique part of her kit.

From there, you have Kaguya being sniped down by various magical spells. Nothing she can do about it.
 
? No. It was explicitly 300 meters and even then, Lagura not restraining herself brought the store areana to its knees.

But regardless.

Invisibility is still useless as she gets pinned to the ground as she sneaks up on Kagura, again, as invisibility doesn't null gravity.

Flying is meaningless due to gravity otherwise the literal flying snake would have escaped.

There's also this.

Weaknesses: Unless ordered to kill, she will toy with her opponents

So both invisibility and flight are moot as she toys around instead of using them immediately, thus gets gravitated by the completely non sadistic Kagura and then gets cut in half GG
