normally when the speed different is not that far then yes she can just slow down or stopping the time, but this time the different is so large then I-No will probably blizz bayonetta before her even have chance to think.

but anyway is bayonetta is allowed to have outside help? since im sure she is need either Jeanne and her father to summon the Queen Sheba or Omne.
 
Yeah she cant neutralize a gap that big.

Bayo doesn't need help to summon Sheba anymore, but if she's allowed to summon Omne it needs to be specified since she needs Balder.

She probably can survive Backyard that can do the same on constant basis and can melt the likes of Ky Kiske (w/o special protection) with ease.

Even with Omne she's only Small Star level while I-No is Large Star level. Bayo probably has a better chance using Bazillions or Shuraba, or maybe go into Purgatorio where she's invisible and intangible to beings who aren't there.

Emm i'm think going to go with bayo, since she has soul and molecular hax, not to mention she has massive speed advantage since she can just slow down the time and combo I-No to death.

Huh, didn't know that. Sorry I don't play Guilty Gear all that much. Although melting and tearing apart aren't really the same thing...

How exactly does she bring other there. Like does she have to be touching them or can she do it remotely?

Well, it's more like complete existence erasure. Since your being is completely erased and transformed into data. In other words even more worse than tearing apart.

Seems... Yukari style... Kind of... As long as in her attack range (dozens of meters). Draged Axel Low (but he didn't resist) into Backyard to meet That Man.
 
On screen she resisted only temporal displacement (like forcefuly thrown into different time). Out of screen there were hints that she can resist other types of anomalies.

Good question, if she can then bayo will lose since she has more AP and defensive capability, but if she can't then bayo just going to combo her to oblivion, also is she has any feats that show she can resist time manipulation like that?

As far as I remember - no. At best she can feel anomaly and slip to another time instantly.

but can her ability is work when bayo just stop the time? i mean how she gonna feels there are anomaly in time when the time is being stopped?
 
So this seems inconclusive due to lack of information of her time manipulation? if you guys agree then i going to try to request this for be add as an inconclusive match.
 
Well if she's only shown to be able to adjust to temporal displacement then i don't think it's fair to just assume she can negate other forms of time manipulation.
 
I'd go either inconclusive (since we don't know for sure that I-No can counter Witch Time) or Bayonetta (if we go by what I-No has displayed when it comes to time manipulation)
 
I-No's profile is mostly powerscaling here. Add that her powers are vague as hell and she mostly work behind the scenes for Gear Creator. It's a bad match to choose decisive winner.
