Salt's abilities are not baseline, and work beyond the normal level of those abilities. Most of the bureaucrats in Fallen London have something along the lines of these abilities, and Salt is leagues above them

Since Salt's law manip doesn't even have the range to affect Altair, i don't even see how he is going to beat her.
