Yujiro stomps, hands down. He's beaten somebody three times Gief's size (Biscuit Oliva) in practically a single attack, tack onto that Yujiro's astronomical advantage in intelligence and sheer brutality, and I'd give him the fight 10/10 times.
The only thing that would even remotely pose a threat to Yujiro would be grabbing him off-guard to do some major damage with a Red Cyclone, but considering how Yujiro can also control his skeletal and muscular density to make himself as slippery and/or durable as he wants to be, Zangief actually even keeping a hold on him is highly debatable.

Yujiro all the way, he's smarter, has more skill and has a way larger repertoire of abilities and moves at his disposal. So I vote Yujiro.
