AFO with all quirks he has stolen?

He wins eventually, the Shock Absorbtion Quirk won't help too much given the fact that AM has already fought and defeated someone with it. But ultimately, All Might can't beat the regen

He was able to beat to beat a Noumu who had both quirks including by tossing it to space, which is useless due to flight and that AFO is smart enough to come back.

Though only weakened AFO has all these quirks so you should say its their weakened versions Top those three off with his other combination of quirks and he eventually takes this after hours long of fighting
 
To be honest, there's no way All Might could bypass High-Mid Regenerationn, the Nomu that All Might beat doesn't have that kind of Regenerationn, maybe he could try to knock out AFO, but with Shock Absorption that seems impossible, and after 3 hours of fighting All Might would inevitably lose his muscle form, also @Gargoyle One All Might didn't throw Nomu into space, the police found Nomu in a forest.

So I vote for AFO via outlasting All Might in a long fight.

And thankfully the match can stay And not get removed because of revisions again.
 
We're using the version of AFO that has all the quirks, and whatever form of All Might is equal to AFO's tier.

The very first sentence says "All Quirks"

Prime AFO has literally zero quirks that we know of

So again, we can infer it's their weakest versions

AFO can easily cause quirks to evolve
