It's fully in character for Maw to restrain, yes. But I wouldn't say it can happen before Julia can raise her hand. Also, Maw'd rather kill than restrain and leave alive, as if the Children of Thanos are not going to spare with the whole 50/50 thing, that's their whole purpose. And since he's engaging Julia...
