Since Kishimoto made shisui and itachis complete susanoo, I think Itachi should also get a key for his as well. Thought?

I suppose is fine, it will let have some more matches for Itachi.

I would say no we allowed it for Shisui only cause he is not actually a Canon character as such him having the PS is somewhat canon(althought it hurts me to say that) as he has it in his only material(Storm Games)
