However, if this is in Makyouka form, I'll go Demigra. Coming into contact with his Dark Ki nulls your powers and mindhaxes. At one point, he was in the Demon Realm (which exists outside the Flow of time) and some energy spread to a timeline and controlled several saibamen.
Also, Demigra probably has 4-D mindhax. Infinite Zamasu was being powered by dark energy and if someone is being powered by dark energy, they are also being mind controlled.

I'll assume that's outside the Multiverse since it's completely outside the flow of time.
The mindhax should affect the Player if it can spread outside the Multiverse.

Yes. In his Makyouka form, he absorbs the space time door. The Space-Time Door nulls your power and mindhaxes you and Demigra becomes a walking one.

Demiga's mind control is multiversal in range+ outside of the multiverse as well
His energy was felt throughout the entire DBH world and the Crack of Time. Even post his death, his energy warped timelines, mind controlled and possessed fighters. His clones (Who are equal to the real Demigra in strength), didn't die and continuted to cause havoc
