How far is Chris into 5-B (Someone should add a justification for the tier)

Unless she is a super duper high end Madoka has one shot worthy AP.
 
The Symphogeahs tend to get stronger by the season, usually as strong in base as they were in X-Drive previously, if not somewhat stronger. So I'd say she's about midway through? Decently into the tier.
 
Then she gets one shot I think.

Even not counting hax, Madoka dwarfs her timeline 99 self, which dwarfs her timeline 98 self, who dwarfs her timeline 97 self etc etc until you reach timeline 5, which should be comparable to timeline 4 Kriemhild Gretchen who can create a barrier bigger than Earth.
 
Hmm. Then for Chris, to make it more fair, could be in Ignite mode to put her higher into 5-B.

It is. But we can't make Madoka tier 4 with sheer AP boosts so we simply go with the "ridiculously high end of the tier of the highest feat she scales from"
 
Well that's just because there isn't any better feat
