how the speed of his attack relate to his reaction/flight speed?

I mean how do the speed of the attack scales to your speed, if you did not react to it.

Generally´╝îDB characters can react to attack that come from one who as strong as them and avoid it.

Zeno isn't your ordinary DB Character and he's portaid inconsistent in his reactions because of that damn Dyspo thing.
