Just saying, the Rainboom is just her going at top speed. It increases her power through speed, not her durability.

If RD gains 7-A Durability, it will scale to everypony, since they don't have any difficulty to damage her, basically all MLP High 7-Cs would become 7-A.

Though if I were to go back to the thread. Before MLP gets upgraded.

Rainbow Dash has the flight advantage, and I'm not sure if King Slime can stand on clouds. So Weather Manipulation would work.

When MLP mid-tiers (or low-tiers, though I consider the Equestria Girls characters to be Low-Tier) get upgraded this will be a stomp in RD's favor.
