Takes place in an empty New York City, start 10 meters apart.

This is Avengers Hulk that lost to Iron Man, right? Metal Bat kept up with Garou (Speed Equalized but otherwise he'd blitz) and also took Dragon level attacks (Sea King was Demon class and ripped Genos/Puri-Puri Prisoner apart) so i gotta give it to him
 
Your speed argument is invalid in the first place and both are City level, could you mind giving a better reason?
 
Metal Bat via statistic amplification and ap advantage.
 
I already explained though: Metal Bat can damage Dragon level monsters (who are Multi-City level in OPM verse, and their cities are gigantic) and tied with Garou, which byitself should be enough of a reason

These are the 7-B versions. Those feats are 7-A. Your vote can't be counted.
 
Yeah, I feel that MB can take this through being the slightly better fighter. Hulk may try to overwhelm him with his highly aggressive attack style, but Metal Bat takes on giant rampaging monsters on a daily basis, and has almost managed to outsmart Human Garou in combat (almost is the key word), who is a highly talented and analytical martial artist.

I'd also argue that MB's stat amping is more efficient than Hulk's rage amping, as he takes time to get angry, whereas the boost in strength that MB recieves from damage appears much more quickly.
